През август 2025 г. Google обяви ↗, че от септември 2026 г. за разработването на приложения за платформата на Android вече ще се изисква предварителна централна регистрация в Google. За тази регистрация ще е необходимо:
- Плащане на такса на Google
- Приемане на общите условия на Google
- Предоставяне на документ за самоличност
- Качване на доказателство за частния ключ за подпис на разработчика
- Предоставяне на всички текущи и бъдещи идентификатори на приложения
Какво означава това за вашите права
➤ Вие, потребителят, сте закупили устройството си на Android с доверие в Google за това, че платформата ще бъде отворена и ще предоставя възможността да използвате всякакъв софтуер на нея. Вместо това през септември 2026 г. Google ще пусне актуализация в операционната ви система (без вашето съгласие), която неотменимо ще ограничи това право и ще даде на Google пълната власт в определянето на това на кой софтуер можете да се доверите.
➤ Вие, създателят, вече няма да можете да създадете приложение, което да споделите директно със свои приятели, роднини и общност, без да се нуждаете от предварителното одобрение на Google. Основната идея на Android винаги е била да бъде отворен, което му осигурява и значително търговско предимство срещу iPhone. Очевидно Google смята, че притежава достатъчно влияние върху екосистемата на Android, както и регулаторна свобода, за да може сега да изхвърли на боклука този основен принцип в ущърб на потребителите и без възможност за противодействие.
➤ Вие, държавата, приемате да сдадете правата на своите граждани, както и собствения си дигитален суверенитет, на компания, в чиято история могат да се видят случаи на подчиняване на нелегитимните искания на авторитарни режими за премахване на напълно законни приложения, които не харесват. Софтуерът, от който зависят критичните системи, отговарящи за работата на вашите компании и правителства, ще бъде изцяло в ръцете на отдалечена корпорация с неясни цели, която не е задължена да спазва отговорност.
Актуализация: Google представи своята „разширена процедура“ (advanced flow), която не е решение
На 19 март 2026 г. Google публикува подробности ↗ относно своя механизъм „advanced flow“, предназначен за „напреднали потребители“, с който след въвеждането на новото ограничение ще могат да се инсталират приложения от разработчици, които не са минали през процеса по проверка. Ето какво представлява той:
- Активирате Режим за разработчици ↗, като докоснете седем пъти номера на компилацията на софтуера в страницата За телефона.
- В Настройки > Система отваряте Опции за разработчици и превъртате надолу до „Разрешаване на непотвърдени пакети“.
- Активирате бутона и на изскачащия прозорец потвърждавате, че действате по собствено желание.
- Въвеждате PIN кода или паролата за отключване на устройството си.
- Рестартирате устройството си.
- Изчаквате 24 часа.
- Връщате се в менюто непотвърдени пакети след изтичането на периода за сигурност.
- Минавате още няколко изскачащи прозореца с предупреждение и избирате една от двете опции: „Разрешаване временно“ (седем дни) или „Разрешаване за постоянно“.
- На следващия изскачащ прозорец потвърждавате, че разбирате рисковете.
- Вече можете да инсталирате пакети от непотвърдени източници на устройството, като в мениджъра за пакети изберете опцията „Инсталиране въпреки това“.
Тази процедура се изпълнява изцяло през услугите на Google Play извън операционната система на Android, което на практика означава, че Google може да я промени, ограничи или премахне по всяко време без актуализация на операционната система и без да изисква допълнително съгласие от потребителя. Разширената процедура все още не присъства в beta версиите на Android, както и в каналите за разработчици или canary. Към момента на публикуване на тази актуализация процедурата съществува само под формата на публикация в блог и примерен потребителски интерфейс. От общността се очаква да приеме един продукт, обявен като функционално компромисно решение, пет месеца преди влизането в сила на новите изисквания за разработчиците.
Докато Google не предостави реализиран проект, който да може да бъде проверен от независими страни, нашата позиция остава същата: очакваме всички приложения от нерегистрирани разработчици да бъдат блокирани след влизането в сила на новите изисквания през септември 2026 г.

Разработчици: съпротива и отказ
Ако сте разработчик на приложения, не се регистрирайте в програмата за ранен достъп, не предоставяйте документи за самоличност и не приемайте поканата за Android Developer Console. В отговор на всяка покана от своя страна избройте своите притеснения и възражения (като спазвате учтивия тон).
–Само примирението и отстъпчивостта ще им помогнат да наложат плановете си срещу разработчиците.–
Убедете разработчиците на приложения и организациите около вас да не се включват в програмата. Използвайте форуми, социални мрежи и блогове, за да дадете гласност на проблема. Използвайте библиотеката FreeDroidWarn ↗ в кода си, за да бъдат информирани потребителите на приложенията ви. Regulators worldwide are genuinely concerned about monopolies and the centralization of power in the tech sector, and want to hear directly from individuals who are affected and concerned. When contacting regulators directly, you should be polite and specific about the harm you believe these policies will cause, both to consumers and to competition.
Complaints are especially impactful when they are authored by a citizen of that country or region, and when the language of the email is written in one of the official languages of the region's governing body. Request a written acknowledgement of the complaint, and consider forwarding any responses you receive to victory@keepandroidopen.org so that we might highlight and reference them.
