Governments & civil society

Ars Technica: «Ο φθόνος της Google για την Apple απειλεί να καταστρέψει την παράδοση της ανοιχτής πλατφόρμας του Android.»

«...δεν κοστίζει μόνο 25 δολλάρια και εμπεριέχει απλώς λίγη χαρτούρα;

"Google's September 2026 "Developer Verification" mandate is not a security policy. It is a monopoly play wearing security as a costume. Starting September 2026, every Android developer -- including those who have never used the Play Store -- must register with Google, submit government ID, pay fees, and agree to Google's terms just to distribute an APK. In 2027 this goes global. No registration, no distribution. Period. F-Droid is already banned from the Play Store under Google's own Developer Distribution Agreement. Now Google is closing the only door F-Droid had left. Anonymous FOSS contributors cannot and will not hand Google their home addresses. The project dies. Thousands of privacy tools, accessibility apps, whistleblower utilities, and open source projects built by volunteers with no commercial interest go dark with it. The security argument is a fraud. Android already has Play Protect. Google's own Play Store hosted over a billion malicious app downloads in 2025 alone. Identity registration does not stop malware. It stops competition. What this actually does is give Google indirect control over every app on every Android device on earth, regardless of where it was distributed. You must register with Google. You must agree to Google's terms. You must pay Google. Or your software does not exist on Android. That is not an open platform. That is a toll booth on the entire software ecosystem, built by a company that was handed dominance by the very open ecosystem it is now dismantling. Sign this because the phone in your pocket should not require Google's permission to run software you choose to install on hardware you own. "

"For longer than I can remember, I have cherished Android's openness, the ability to side-load APKs, access to F-Droid and related means of acquiring open-source and ad-free apps. But now, here we go again with another Big Tech bait-and-switch: Android's appeal has always been it's open nature; Google captures it, promising it will not violate the fundamental openness of Android's operating system; next thing we know, Google announces it will indeed violate everything Android developers, users, and community members hold dear. Google: We are all so tired of paying to have our freedoms restricted on top of being the objects of mass surveillance. We are sick of purchasing over $1000 devices, only to have our fundamental rights to our own bought property be curtailed and our privacy interests betrayed. We will not continue to fund this behavior. Google must make a public, righteous, and inviolable commitment to keep Android devices *at least as open as they are now*. I've rooted many of my phones too, for many different reasons. There's nothing illegal going on, I simply want things on my phone to look and function a certain way. When Google takes away my ability to install apps myself in September, it will eliminate it's primary advantage over Apple. "Android's open-source roots NEED to be worth fighting for. When Google released Android under the Apache License in 2007, it was a revolutionary move which allowed manufacturers, developers, and tinkerers worldwide to build on top of it freely. That openness is literally WHY Android became the dominant mobile OS, powering over 70% of the world's smartphones today. The ability to side-load APKs (install apps outside the Play Store) has been a cornerstone of that openness. It's what allows: • Independent developers to distribute apps without paying Google's 30% cut. • Users in regions where the Play Store is restricted to still access software. • Open-source app stores like F-Droid to thrive. • Researchers and security professionals to test and audit applications. • Enthusiast communities to keep older devices alive with custom ROMs which ALSO REDUCES GLOBAL E-WASTE. Compare this to iOS, where Apple has historically locked down side-loading entirely and ask yourself this important question, do we want Android to go down that same path? Restricting APK usage doesn't make users safer it just consolidates Google's control over what software you're allowed to run on hardware YOU purchased & own. The history of computing shows us that open platforms drive innovation, closed ones drive profits for gatekeepers. Android was built on the iconic Linux platform, a global community project. Let's not let that legacy be quietly dismantled in the name of "security". Android was built to be OPEN and its name says it all, ANDROID OPEN SOURCE PROJECT. "

"Android for a long as I remember was the free option for downloading apps, games, and anything thats not supported anymore through alturnative app stores, unlike apple where everything is lockdown and MUST gobe downloaded through them. by using android and other app stores I can play games or get apps that arent supported/ dont show up on the current play store, but would still work on my phone just fine by downloading it on a 3rd party app store. By google locking down android (in other words becoming a Apple wanna'be) to downloadimg apps through THEIR playstore, they kill off any way for me to use older apps or games because they either cant run in 64bit and are stuck as 32bit apps, or because people dont want to give out their personal information to release their app on the playstore. by google having YOU, the developer, give up your personal info to publish apps on the playstore opens up MANY security vulnrabilities that can lead to the developers personal lnformation being leakedd/doxes/put on the dark web/or sold off to sketchy 3rd party conpanys without their consent. "Protect Android FREEDOM... I’ve used Android for years because it stood for freedom and choice. But lately Google has been making it harder to install APK files apps that come from outside the Play Store. That freedom to choose what I put on my own phone is what made Android different, and it’s slowly disappearing. I’m not a developer or hacker just someone who believes that the device I bought should truly belong to me. I should be able to install safe apps from any source without being blocked or discouraged. This isn’t about breaking rules it’s about keeping control over our own technology. If Google keeps tightening these restrictions Android will lose the openness that made it great. "The act of restricting a user's choice of how or where they get their applications is against the concept of a free market and is a monopolization of how applications are distributed. Forcing developers into the play store is against everyone's freedom of choice. Point blank and center. There is no logic that suggests such a change is good or necessary. The play store can be a place for an average user to download their apps. But the user should have every right to be able to install software on their device which they purchased outside from other sources if they want. There is no good reason for a hardware vendor, OEM, or software company should have the right to limit you on what you can or cannot do with your device. Nor should they have the right to limit developers either. This is an attack on one of the culprit reasons on what made Android great in the first place. Especially compared to the competition (eg. Apple). Such a restriction would lead Android's package and software installation into a direct monopoly with nearly full control of how applications are distributed, rather than letting user's sourcing them from other places if they prefer. When I buy a desktop computer, I fully expect to be able to install my own OS on it, install my own software, and get the installer from their website, or maybe use a command promot/terminal to install it from a package manager. That is freedom of choice. I fully expect the same from any device I purchase for personal use and that is my right because it is a product I paid for. These companies are consistently abusing software and their terms of agreement to essentially change the terms of sale after you bought it. Which is a different issue in itself, yet can tie directly make into these restrictions and practices. It's highly predictable behavior. And frankly no consumer benefits from such change. It'll be argued "for the sake of security and system integrity", yet these companies do not have the spine and integrity to mention the real reasons behind it. Never mind even with such restriction, the Google Play Store is littered with predatory and malicious applications that float around 24/7, yet they intend on restricting apps on the outside that a lot of legitimate developers who put a lot of work into a free and open software platforms they use to give users alternative options of often what is even better software then what is on the Play Store. This is absolutely undoubtedly a severely anti-consumer practice that does not protect you, but monopolizes the delivery of software and restricts access to users and developers. This should never be supported on an "open platform". Such a change fundamentally would turn Android into a predatory, monopolistic and proprietary anti-consumer software. No different from iOS. "

"The point of using Android over iOS is it's openness. Google is destroying one of the core tenets of the operating system under the guise of "protecting users." In reality, this is the same monopoly tactics they've already been legally convicted of. Remember: It's not "side-loading." It's "installing apps." Wesley, change.org

"hell naw I will stick to using old android if I have to "

Willie, change.org

"Let me preface this. Sideloading is *installing a program on a personal computer,* for all that it's phone shaped. You might be used to this behavior from iOS, but even Mac PCs will let you install applications that are unsigned and made by other people, and on the closed-source Windows environment it's still *the main way to get applications,* despite there now being two different official app stores on that platform. Nothing needs to be said about the various Linux/Unix environments. The centralized registration of both apps and developers is not the right approach. It creates a monopoly over who can be an Android developer and will greatly limit the desire to develop apps if it is no longer something that can be done as a hobby but a slow, complicated expense with the requirement to identify oneself. I've done some hobbyist development, but I would not have learned coding if these were the standards I had to meet, and I'd only be losing money. It encourages turning a problem-solving hobby project others might benefit from into a cash grab, or just discourages it entirely. It will in one blow destroy all apps which are no longer maintained, or those who are developed by people who can't or won't escrow their identities with Google, including myself. It also integrates Google's control over the phone even more deeply into how even the phone's software runs, locking these allegedly open devices even more under Google's remote control, and which is already a challenge for makers of de-Googled devices. I strongly suspect it will also become used to apply arbitrary limitations to developers (read the XScreenSaver privacy policy if you'd like to know more) and block many of the tools we currently take for granted, such as those used to root phones. After all, rooting a phone would likely permit installing arbitrary apps, and Google's security model already "distrusts" those devices to the point that they break e.g. banking apps or DRM, so why would they allow something if it conflicts with their security model and they can now control any code that runs on your device? In the end, this WILL be used by Google to permanently remove many people's ability to develop apps on Android at all, likely because those people made tools that provided capabilities Google is not willing to offer or let exist on the free market anymore. The ID requirement will prevent them from creating new accounts and the devices will retroactively block even their installed apps from working while preventing those developers, those _people,_ from making more even on other stores (if other stores even continue existing, given that they would effectively become arms of Google just to have the apps work). "

"If Android copies IOS and becomes locked down garbage than why would I ever use it again? Android is supposed to be the alternative, not a cheap knockoff. Locking down the installation of apps is ridiculous. "

John, change.org

"Dystopian, unaccountable corporate control and rug pulling. "

Ethan, change.org

"Google is definitely overreaching in it's attempt to lock down users' ability to install apps via sideloading. There are many valid reasons for users to sideload apps, and many have already been stated, so I won't beat a dead horse. If people aren't smart enough to protect themselves from bricking their phones when they sideload a potentially harmful app, them they deserve what they get. It's not Google's place to be Guardian of the Galaxies (see what I did there?) or Pixels. "

Michael, change.org

"One of the few remaining features that Android provides over it's completion is a relatively open ecosystem for app development. Having to sign all apps through Google kills any motivation to have fun and develop apps for yourself and friends. Let's be honest, Android is not the best mobile operations stream. Openness was it's advantage. With that soon to be gone, there will be very little holding people back from switching over to Apple. "

Terence, change.org

"To block sideload in all newer Android devices, not only for Pixel phones that Google own, is not going to enhance user's safety. It makes life more difficult for developers and you are taking away one of the only things that made Android better than Apple. If Google really wanted to enhance users' safety, they would verify better apps on their Play Store or implement a better antivirus that could scan apks and check for malware. I bought my phone and my tablet with my hardwork and money, I am not a child to not know what I should or shouldn't install inside my phone. Imagine if I couldn't install a necessary software in my computer or test my code just because Microsoft didn't approve of it? That would be absurd. It is my responsibility to know what I can or cannot install in my device, that is not up to a multi-billion company to decide. By blocking sideload, Google is breaking the trust they had from thousands of developers and millions of users of this OS. "

Bianca, change.org

"As an android guru who runs a blog on getting the best out of android who often recommends and personally use many side loaded apps since a lot of the best apps are on places like f droid and sinilar places but not on google. Ultimately its sad to see android and apple be these walled gardens "

L, change.org

"Free open Android is the reason we use it. Spread the word people. "

Gregory, change.org

"How can this be about security when the vast majority of people installing 3rd party apps are accepting that risk. Your anti virus services should be more than enough to prevent malicious applications but babying a population won't go well for you. I for one will get a huawei phone immediately after the change is officialized, privacy be damned, it's less authoritarian than what you're planning on doing. "

D, change.org

"I am not a developer, I am just a user, and I think it is very important to say that this does not just affect developers. There is nothing good about locking down an open ecosystem. There is no good reason for Google mandating ID Verification aside from pushing their dominance over Android. This is disgusting, given that Android has always been seen as the free haven away from Apple's walled garden. Now the only way to achieve freedom is by using a fork of Android, which will become harder and harder as Google inevitably enforces locked bootloaders. Seeing Android turn into a Google flavored IOS is just a huge punch in the gut, and really puts into perspective what can be lost under greedy leadership. "

Zakery, change.org

"This new directive from GOOGLE is clearly an anti-consumer practice so the users would have even less control of their devices, so they can prevent people from installing better and free alternatives, all being done under the false intention of "making android more secure", as if the play store isn't riddled with malware or scams "

Olivia, change.org

"I, as an Android user for 17 years, believe in, and chose Android for, device openness and the freedom of choice. To choose my device, the services I use, from where I download my applications, and to choose FOSS apps that don't require developer registration or sacrificing personal privacy by accepting trackers and/or unnecessary permissions being tied to my app usage. Choice and freedom is what built Android and differentiated it from other platforms, like iOS, Windows Mobile, and other early smartphone operating systems. The trend of destroying user choice through the inability to unlock bootloader and easily root devices, the effective and increasing destruction of the custom ROM community and options, and now the elimination of third party app stores that offer incredible FOSS apps with greater focus on user privacy is one more step Google and Android are taking towards an undesirable ecosystem for many of us who still choose Android for its few remaining, and quickly disappearing, advantages. The argument that Google is requiring developer registration and restricting the ability of alternative app stores, like F-Droid, to continue to thrive as legitimate and worthwhile options is anti-consumer and isn't to protect users. Rather, it's to give users and consumers less control over their devices and data and, in my opinion, that is unacceptable. "

Roger, change.org

"Without the ability to make my own choices on it I have no reason to use android. I am already tired of and furious about censorship if this goes through I will never use android again. "

Orrin, change.org

"This move by Google is part of a larger trend to limit freedom online and verify everything. Government ID belongs to the government only not Google, so Google has no right to demand usage of it it's not their property and it's not Google users' property either it's the government's. Making developers present this is unnecessary as code review already prevents bad actors on Google Play Store. Limiting side loading APKs is anti freedom, and anti American. When you buy a device that means you are not restricted from doing anything you wish with it. Additionally basically nobody installs something from outside the play store or other markets like Samsung so this clearly isn't a safety thing because only the people who want or need this feature seek it out, and everyone continues to benefit from the availability of open platforms because they could decide tomorrow to install a app store other than google play store to seek out cheaper apps or ones that match their ethics such as open source. Android itself is licensed as open source and inclusion of proprietary google owned code in devices is sketchy anyway. "

Jagur, change.org

"As a consumer, i have The right to install applications freely without pressure or retaliation, since ona has The right to choose the applications one needs or uses. Furthermore,Android was designed for free use without restriction and with open source code for allá programmer, developers, and users of The device. This restriction would be illogical and would destroy The esence of Android.I oppose the removal of F-Droid and other third party applications. CONSUMERS SHOULD NOT BE FORCED INTO CHANGES THEY NEITHER WANT NOT SUPOORT;BESIDES BEING PROHIBITED,IT IS ILLEGAL TO DECIDE FOR THE USER.ANDROID IS FANTASTIC BECAUSE EVERY USER CAN PERONALIZE THEIR DEVICE.SOMEONE MIGHT HAVE A SPECIFIC BRAND IN MIND,BUT THEIR DEVICE WILL REFLECT THAT PERSONALIZATION,UNLIKE ¡OS, NO TO BLOCKING THIRD PARTY APPS "

Juan Manuel, change.org

"I just spent $2000 on Samsung devices to break out of the Apple ecosystem because I'm tired of being locked down, and then I hear about this. Incredibly disappointing, I guess if they go through with this then I'll head back to iPhone after this, since nothing will set Android apart anymore. "

Kat, change.org

"Remember, "DON'T BE EVIL." These are still worthy and wise words to live by. Don't be a competition crushing monopoly, driven by the love of money and power which, is the root of much evil. With wisdom and awareness, operate according to the principles of enlightened self-interest, acting in the world with peace and virtue in order to more readily manifest Heaven on Earth, Our Earth in Heaven. Let us be good for our own sake if not for goodness sake. "

Mark, change.org

"The freedom on Android is the best and that is exactly why we choose android. Please do not close off our experience on this platform. "

yer, change.org

"Google needs to stop this. Collecting data in general is terrible "

Wojciech, change.org

"Google is about to further close down Android, which isn't good at all. If anything, it's going to hurt everyone, and furthermore, what if others start to copy them and lock down their ecosystems in a similar manner? For example, what if Microsoft starts locking down Windows app dev like Google is locking down Android app dev, and starts restricting sideloading exes? "

Joshua, change.org

"Privacy is a human right (just like the man who developed Telegram). It's a necessity too. Android is the ultimate choice because if I recall, 85% of all mobile phone sales worldwide are Android. The ability to customize at will much like a person buying a Nissan Skyline GT-R 34 has as much right as they want to modify their vehicle to their specific needs like more HP! 2000 HP sounds sexy! The same can be said about people with Android phones. Sure, not all people are into customizing but if you buy, it's yours. No excuses from greedy corporate stooges. I love the beauty of side loading 3rd party apps because of the Freedom that it comes with. Android is the choice for hackers too! Linux based kernel under the hood. If Google released the Android platform, imagine how better it would be. It's like George Hotz (who hacked the 1st iPhone) once said "Open source is the best source! Everyone profits from it". " The people should not be afraid of their government, the government should be afraid of their own people " - V from V for Vendetta. I don't remember who said "Give me liberty or give me death!". Developers should band together and be steadfast for there is strength in numbers. Even those who aren't developers! "

Juan, change.org

"This is a disturbing move by Google. Side loading needs to remain an option for Android users to choose as an alternative when looking for apps made by developers that are not in the PlayStore. Side loading is also invaluable when wanting to utilise previous versions of apps on an Android device. "

Bruce, change.org

"APK ARE IMPORTANT,IT'S SOME GAMES THAT ARE NOT ON PLAYSTORE "

Paulo, change.org

"If this happens then I might as well move over to Apple. Shame on you Google. "

Darren, change.org

"The biggest reason I use Android is because I like the fact that it's open and if I don't like something I can just fix it also I like the ability to have my open source apps which you're trying to kill I guess you're just going to help boost The amount of people that are switching over to a true linux-based phone "

Justin, change.org

"There are games, apps, that are FREE, because the authors want it that way, no charge. WHY SHOULD GOOGLE WIN MONEY WITH THEM??? "

Ana, change.org

"I know I wont b buying another Google Pixel Phone (I have a 9XL right now) if this change is made. Why would I limit myself. Its why I choose to buy nothing by apple and never will. "

Chris, change.org

"As an android user who picked android because of the principles and mission laid out by the AOSP, this is in direct violation of what the project was set out to do. Please do not do this, this hurts all consumers whether they realize it or not. "

Matthew, change.org

"APK being open is the soul reason the market stayed successful. It is a staple of our freedoms, fun, and expression. This is a Trojan Horse that infringes on our right to privacy and freedom of speech. Anyone can access our private information. The time to act is now. "

Ciara, change.org

"I've been a long Android user, and I learned so much due to being able to sideload programs; even being able to manually install google play services on some devices where it doesn't come by default. I believe that Google should not lock this change so we can have our own choices to do what we want with out programs and apps; unlike Apple who locks down their ecosystem, and (more so unrelated) Amazon picking out and stopping jailbreaks, which is the reason I have an android phone. For that freedom promised. Google, make the right decision. "

Brandon, change.org

"I had to begrudgingly install google on my phone recently, and it's so difficult to get it off. I'm probably going to install graphene on the phone in the near future, so I don't have to consent to everything and get tracked constantly. "
